Historical NotesAward locket most likely given by the Westmoreland County chapter of The Arc, an advocacy organization for people with intellectual and developmental disabilities. The award locket dates to 1973, a seminal year in the Deinstitutionalization Movement, which was a broader struggle to transition children and adults with intellectual and developmental disabilities from institutions to community-based settings. This was also a significant year in the education of children with intellectual and developmental disabilities. In 1972, the Right to Education Consent Decree was ordered by the US Eastern District Court, which guaranteed the right of disabled children to a free public education.
