Mounted at the viewer's left center is a brass Pennsylvania coat of arms device; device is fastened on the reverse with a flat, circular disk backer. Front has rectangular registration stickers layered in the viewer's bottom left corner; the topmost sticker has white background with red printed text. Two holes each along top and bottom edges. Historical NotesSpecialty license plate assigned to Rochelle S. Friedman in the 1990s while serving as a Commonwealth Court of Pennsylvania judge. Rochelle S. Friedman was raised in the East Liberty neighborhood of Pittsburgh, Pennsylvania. She attended Rogers School and the University of Pittsburgh for both undergraduate and law school. Friedman served as a judicial law clerk to Judge James R. McGregor of the Court of Common Pleas of Allegheny County and as solicitor to Robert N. Peirce, Clerk of Courts of Allegheny County. After three failed attempts at running for the Court of Common Pleas, she won a seat on the Commonwealth Court of Pennsylvania and served from 1992 until her retirement in 2016. She was notable for her defense of the first amendment, the rights of women and minorities, and other civil liberties.
