Historical NotesA native of Steubenville, Ohio, and longtime resident of Pittsburgh, Edwin M. Stanton became President Lincoln's Secretary of War in January 1862. One of Stanton's most important tasks was to enforce the federal draft. The idealistic secretary, however, argued against a congressional provision that exempted drafted men if they paid $300 or furnished a substitute. His protests were unsuccessful, and wealthy men often avoided service in the military.
