The ribbon has commemorative event text in embossed gold ink with applied American Flag with embossed pole, applied red, white, and blue ribbon, photograph of W. A. Stone, and organizational name. The ribbon reads, in embossed gold ink, "INAUGURATION / GOV. W.A. STONE / JANUARY 17TH 1899 / [applied American Flag with embossed pole] / [applied red, white, and blue ribbon] / [photograph of W.A. Stone] / WAR / VETERAN / ASSOCIATION".
