Historical NotesThrough the 1930s, many groups urged America to avoid the turmoil overseas. Roosevelt's call for a drastic increase in federal funding in May 1940 spurred some people to redouble these efforts. In September 1940, "America First" formed near Chicago and soon spread nationwide. America First argued that a strong home defense and firm policy of neutrality would preserve American democracy. Members included Charles Lindberg, Gerald Ford, and John F. Kennedy. In 1941, America First held a large peace rally in Pittsburgh at Soldiers and Sailors Memorial Hall. The date for the rally was December 7, 1941.
