Blackjacks were popular among law enforcement for a time due to their low profile, small size, and their suitability for knocking a suspect unconscious. As of 2011, however, they are prohibited in most municipalities due to liability issues stemming from their potential lethality. Part of the Pittsburgh Police Historical Association collection.
