Historical NotesFormer Pittsburgh Police Chief Earl Buford introduced the Community Oriented Police, or COP, program in 1992. That effort saw the creation of between 20 and 30 mini-stations in city neighborhoods. The program was phased out in 2002 as Pittsburgh faced financial difficulties. Part of the Pittsburgh Police Historical Association collection.
