Historical NotesTom Foerster and Leonard Staisey were local politicians (democrats) who were frequent legislative partners. In the 1970s they served as the Allegheny County Commissioner (Staisey's years as CC 1968-1976, Foerster was CC into the 80s) and created a legacy of development including the airport, social service networks, rapid transit systems, county parks and the Community College of Allegheny County. Foerster was a crucial supporter of the development of the Senator John Heinz History Center from the Historical Society of Western Pennsylvania. Leonard Staisey, was the first blind man to be admitted to law practice in Allegheny County after passing the Pennsylvania Bar exams in 1948. Thomas J. "Tom" Foerster was a Democratic politician who held various political positions in Allegheny County, Pennsylvania. He was born in Pittsburgh, PA in 1928 and died in 2000. He served on the Allegheny County Board of Commissioners from 1968 to 1996. Leonard C. "Len" Staisey was a Democratic politician who held various political positions in Allegheny County, Pennsylvania. He was born in Pittsburgh, PA in 1920 and died in 1990. He was a state senator from 1960 to 1966. He served as an Allegheny County Commissioner from 1968 to 1976. Tom Foerster and Leonard Staisey were running mates for the Allegheny County Board of Commissioners in 1967 and were both elected onto the board.
