Ribbon covers the center section of the paper cutout, and at the bottom continues: "Photographic Badges for / Candidates a Specialty." On the section of ribbon that runs through the paper cutout is a white sticker that has "T L 11 (?) / R (?) 11 (?)" handwritten in blue ink.
